TOOL :: BONDENSegen - Farmers Own
Short Description of the project
Web system for locally produced food: The City of Malmö and Stockholm Region have worked together to create an open market on the internet linking restaurants, shops and other purchasers in the city to farmers in the region.
- "Farmers Own" is the first web system in the world for locally produced food
- The software is free to use, with no license charge, the only costs is for getting education on how to run and maintain the system
Description of the tools
- Database of products, producers and prices. The customer can see who the producer is and how much every product costs
- Customer gets a good overview of whats available
- Five diffrent user roles: admin, producer, customer, distributor and guest; all members gets an unique login
- Farmers are grouped into regions with one delivery hub for each
- Producers can easily advertise themselfes in the system with a homepage, and by upload images and other files
- Secure link to bank system
- Customers can order from multiple producers and still only get one invoice

TOOL :: European Campaign “Towards 100 kg less municipal waste"
Short Description of the project
The Campaign aims at assessing the waste prevention initiatives potential to reduce:
- The amount of waste to be collected and managed by local or regional governments (either in Kg, volume or number of units)
- The associated costs for public authorities
The campaign goes beyond the objective of exchange of best practices. Its main objective is to gather first elements to understand the functioning mechanisms of waste prevention campaigns in order to identify critical success and failure factors.
The Campaign aims at assessing the waste prevention initiatives potential to reduce:
- The amount of waste to be collected and managed by local or regional governments (either in Kg, volume or number of units)
- The associated costs for public authorities
The campaign goes beyond the objective of exchange of best practices. Its main objective is to gather first elements to understand the functioning mechanisms of waste prevention campaigns in order to identify critical success and failure factors.
The Campaign will be developed in two stages with a first stage (in 2006) to identify waste prevention initiatives and to collect data’s on their respective potential to reduce the amount of waste to be collected by local governments (5 thematic working groups).
The second phase will be developed from 2007 onwards. The second phase will define selected actions targeting various waste streams in parallel in various cities in order to assess and compare their effective results.
We hope to launch officially the Campaign during the Seville Conference.

APPRICOD - Assessing the Potential of Plastic Recycling in Construction and Demolition Activities
Description of the tools
ACR+ has produced a summary leaflet, as well as a guide entitled “Towards Sustainable Plastic Construction and Demolition Waste Management in Europe”. The Guide is available in 6 languages (Catalan, Dutch, English, French, Italian and Portuguese).
The guide
- provides information on the technical, environmental and economic aspects of plastic C&D waste management
- gives an insight view on current leading experiences for plastic C&D waste sorting and recycling based on the European and specific national legal and financial frameworks
- shows experiences of the pilot-projects carried out at local and regional level as part of the Life project APPRICOD. These pilot projects aimed at implementing different scenarios for sorting and selectively collecting plastic C&D waste
- provides practical recommendations to local and regional governments and good practices for the C&D sector with the common objective of promoting plastic C&D waste sorting and recycling

TOOL :: LEAP (Local environmental management systems and procurement)
Description of the initiative
The LEAP project aims to promote green procurement, while respecting Community competition rules and the internal market, with guidelines on best practice, a review of green procurement, and with an initiative in which European local authorities are invited to tender jointly for green cleaning products and computer monitors. This action is open for any local authority to join.
The project also aims to encourage wider take-up of the Communities Eco-Management and Audit Scheme. Furthermore, it promotes integrated policy approaches to encourage that environmental requirements are taken into account throughout the life-cycle of products and that there is more widespread application and use of environmentally friendly processes and products.
The project outcomes include a toolkit for green public procurement with a set of 8 tools on green procurement policy, integrating green procurement to EMS, identifying barriers, joined procurement models, standard specifications, environmental demands in procurement, information on specifications, products etc, and promoting a green market.

TOOL :: Procura+ campaign
Description of the initiative
ICLEI's Sustainable Procurement Campaign, which began in January 2004, is aimed at promoting the mainstreaming of sustainable public procurement throughout Europe. The combination of different Campaign elements makes Procura+ an innovative and attractive tool for implementation.
The Campaign focuses on six high-priority product groups and sets a small number of key purchasing criteria which deal with the most important environmental issues for each of these products. As such the approach is easy-to-apply for any authority, and will present a clear and coherent set of demands for producers and suppliers. The six product groups are: electricity from renewable resources; energy-efficient computers and IT devices for offices; organic food for canteens, hospitals and catering; buildings meeting highest heating and cooling efficiency standards and non-toxic cleaning services.

TOOL :: DEEP (Dissemination of energy efficiency measures in the public building sector)
Description of the initiative
The power of public procurement in Europe is significant: public authorities each year spend over € 1,500 billion on goods and services. Approximately 40% of the procurement budgets of local authorities are spent on buildings, some report even higher figures. To date, however, many surmountable obstacles to the realisation of energy efficiency potentials in this sector still exist.
The DEEP project aims to promote opportunities in improving energy efficiency through high environmental standards for public office buildings. Therefore, criteria for building materials, energy performance, and green electricity will be developed. Three background reports on the framework for public procurement of the product groups in question will be drafted, each of them covering the EU-25 with a specific focus on Austria, Spain, Greece, Italy and France. These will provide an updated overview of current good practice, framework conditions, available standards and the latest legal and market developments on buildings and green electricity.

TOOL :: SIPTRAM (Sustainability in the urban transport market) - Hidden Subsidies
Description of the initiative
The objective of the study in the framework of the SIPTRAM project is to raise awareness about the huge amount of public money that is spent for private transport, which is not always known by the public. The cities that are analysed with respect to their hidden subsidies are Genève (Switzerland), Ferrara (Italy) and Graz (Austria).
The aim of the Hidden Subsides initiative is to investigate how much a municipality subsidises motorised private transport. Based on a pilot study, which was undertaken between 2000 and 2001 in Stuttgart, Dresden and Bremen (Germany), a tool kit has been developed to analyse budgets to find obvious, as well as hidden sources of income and expenditure for motorised private transport. Results of the study in Germany showed on average the cities were subsidising motorised private transport by €128 per citizen. Information available download in English and German

Description of the initiative
This leaflet is meant to provide clear and simple advice for public authorities wishing to purchase Fair Trade products. The guide includes the following:
- An introduction to Fair Trade
- Advice on minimising legal uncertainties in procurement
- Actual text that can be used directly in public tenders
- Suggestions for other complementary activities
Attached to the guide is a CD-ROM containing further information relating to the public procurement of Fair Trade products.

TOOL :: The Buy Bright Initiative
Description of the initiative
The Buy Bright Initiative was an information platform that concentrated on energy efficient street and office lighting, and to give solutions to help public purchasers and procurement officers make informed purchasing decisions and bright investments that concern lighting. The initiative resulted in recommendations to the European Commission, national, local and regional governments and the industry; guidance to help public purchasers to procure energy efficient lighting; and an on-line directory with best practices.
The guide Buying Bright gives the energy profile for a range of common street and office lamps to help public procurement professionals make an informed decision.
