TOOL :: SMILE (Sustainable Mobility Initiatives for Local Environment)

 

Description of the initiative


Sustainable Mobility means reconciling citizens' mobility needs with quality of life and environment. The SMILE project has developed several tools and supports to help local authorities cope with this challenge. In addition, 14 study tours to pilot cities were organized during the project throughout Europe.

The SMILE tools are:
-    Local experiences database with 170 successful and replicable practices
-    Recommendations for sustainable urban mobility (“Towards Sustainable Urban Transport Policies”)
-    Guide and experience on how to consider the needs of specific target groups (“ Sustainable Mobility for All”)
-    Recommendations on how to better integrate public transport in sustainable mobility activities ("Public Transport: A Pillar for Sustainable Mobility")
-    Specific recommendations on public transport and noise abatement ("Guidelines on Noise Abatement Planning Principles for Road Traffic at the Local Authority Level")

TOOL :: European Mobility Week

Description of the initiative


Each year, from 16 to 22 September, hundreds of European cities and municipalities organise the European Mobility Week. Citizens then have the opportunity to enjoy a full week of events dedicated to sustainable mobility. The objective is to facilitate widespread debate on the necessity for changes in behaviour in relation to mobility and in particular the use of the private car.

Individual focal themes per year support local authorities in addressing the different impacts of transport and possible solutions (2003. Accessibility, 2004: Safe Streets for Children, 2005: Clever Commuting, 2006: Climate Change).

The European website of the initiative provides the contact to national coordinators and offers hints and ideas on how to organise the event (handbook and communication aids and tools).

Each year one European city is selected to be the best city in addressing the questions related to mobility.

TOOL :: BUSTRIP

Description of the initiative

The project will support the partner cities in further developing their transport planning processes, preparing new sustainable urban transport plans and revising existing plans. 12 partner cities will develop Sustainable urban transport plans based on the peer review findings in the cities, and implement pilot actions. The peer reviews can also provide a reporting framework for the Aalborg Commitments.

It is acknowledged that economic growth leads to intensive transport growth, congestion and traffic jams in cities, weakening the quality of life and causing considerable environmental, social and economic impacts. It is this vicious circle that the BUSTRIP (Baltic Urban Sustainable Transport Implementation and Planning) project seeks to solve. Following the adoption of the Thematic Strategy on the Urban Environment within the 6th Environmental Action Plan of the European Union, BUSTRIP is now uniquely positioned to show European cities how to deliver sustainable transport whilst generating economic growth. The BUSTRIP will also provide tools for cities that have signed the Aalborg commitments in tackling the commitment number 6, “more mobility, less traffic”.

The core objective of the BUSTRIP is to develop in extensive city co-operation Sustainable Urban Transport Plans (SUTP) and start the implementation of them through pilot actions in 12 BSR. By doing this, the project aims at improving the state of the urban environment, and addressing social, economic and environmental challenges to enable vibrant and liveable Baltic Sea Region Cities.

In the first stage of the project, the cities will peer review each others’ transport systems. The results of the reviews will assist the cities in preparing a SUTP. The peer reviews can also provide a reporting framework for the Aalborg Commitments.

With starting point in the Peer Review reports cities will implement pilot actions to make rapid advances towards sustainable urban transport. All the learning experiences and best practices from the partner cities will be collected in a toolbox.

The SUTP toolbox is the main outcome of the project. It will be used by other cities in Europe to develop and implement their own SUTPs. The other outcomes of the project are the 12 Sustainable Urban Transport Plans and at least 12 implemented pilot actions in the partner cities.

TOOL :: “Ville Emissions 0” - City 0 Emissions  (Villemizero)

Description of the initiative


The project aims to define and test innovative measures and strategies for a public transport management more effective and respectful of the environment.

A focus area has been identified by each partner in charge to develop a pilot project and to define a model of sustainable mobility based on the inter-modality to be shared amongst the different authorities and institutions, local actors and citizens.

Through a common methodology, the pilot project to be carried out in each focus area  allow the partners to assess the different territories, analysing different modes, typologies and networks’ transport taking into account climate, geographic, environmental and socio economic aspects.

The project’s expected results are:
1.    Survey on the current mobility management and planning in the focus areas; 
2.    Identification of administrative procedures and tools to integrate the different territorial plans and to favour  the local cooperation in the transport issues;
3.    Exchange of best practices in Europe in the field of the sustainable mobility.
4.    Implementation of a Pilot project which includes the following actions:
a.    Analysis and diagnosis of  each focus area;
b.    Integration of the different institutions having competences on mobility (local and territorial authorities);
c.    Info Point in each focus area to promote the project and to make the local population aware of the importance of the emissions reduction and to involve the local actors in the processes of sustainable mobility development;
d.    Production of a Model of Sustainable Mobility to be adapted in each focus area and to be replicated in other European territories (tools and methods, such as SEA-Strategic Environment Assessment, will be shared amongst the partner;
e.    Info days to be addressed to schools and local population.
5.    Diffusion and dissemination of the Model


The project started in September 2006 and will conclude in June 2008.

TOOL :: Niches (New and Innovative Concepts for Helping European transport Sustainability)

Description of the initiative


The mission of NICHES is to stimulate a wide debate on innovative urban transport and mobility between relevant stakeholders from different sectors and disciplines across Europe.
NICHES will promote the most promising new concepts, initiatives and projects, moving them from their current ‘niche’ position to a ‘mainstream’ urban transport policy application. NICHES is a project supported by the European Commission,

NICHES has selected twelve innovative concepts (such as clean vehicles, public bicycles, transport management associations, night delivery services etc.) among the following mobility themes:
-    New Seamless Mobility Services
-    Innovative Approaches in City Logistics
-    New Non-Polluting and Energy-Efficient Vehicles
-    Innovative Demand Management Strategies
